Stakeholder Consultation for ASEAN Taxonomy for Sustainable Finance Version 3
Following the release of ASEAN Taxonomy for Sustainable Finance (ASEAN Taxonomy) Version 3 (Version 3), the ASEAN Taxonomy Board (ATB) is in the process of gathering feedback from stakeholders through a consultation process comprising small group discussions and interviews. Stakeholders include representatives from ASEAN ministries and government agencies, financial markets and economic sector participants, as well as other relevant regional and international stakeholders.
Stakeholders’ responses in this year’s Stakeholder Consultation process will be crucial in helping the ATB understand the needs and expectations of stakeholders as input to Version 3, as well as in developing the next version(s) of the ASEAN Taxonomy. The small group discussions and interviews will allow for more in-depth discussions. These sessions are by invitation only.
The ATB also welcomes feedback on Version 3 via written submission to atbconsultations@sfinstitute.asia. Please consider the following topics in your written submission:
1. Applicability and usability of ASEAN Taxonomy.
2. Application of ASEAN Taxonomy to facilitate your organisation’s transition plan.
3. Achievability and credibility of the Technical Screening Criteria (TSC) for Construction & Real Estate and Transportation & Storage activities.
4. Feedback on Grandfathering Rules and the clarification needed.
5. Feedback on Do No Significant Harm (DNSH) assessment and the clarification needed.
Submissions will be opened until Friday, 30 August 2024. A maximum of one written submission per organisation is allowed for the Stakeholder Consultation exercise.
Stakeholders’ responses will only be published openly in aggregated form. However, all responses will be anonymised and it will not be attributed to specific individuals or organisations per Chatham House Rule (https://www.chathamhouse.org/about-us/chatham-house-rule).

The Asia Pacific Loan Market Association (APLMA), the ASEAN Bankers Association (ABA) and the Sustainable Finance Institute Asia (SFIA) are pleased to invite you to attend our jointly hosted webinar on the ASEAN Transition Finance Guidance on Wednesday, 20 March 2024.
Given the urgent need for transition finance in the region, the ASEAN Transition Finance Guidance (ATFG) was developed to provide a credible and consistent approach to Transition Finance for ASEAN. The development of the ATFG was an initiative of the ASEAN Capital Markets Forum (ACMF) with the support of the ASEAN Working Committee on Capital Market Development. The ATFG Version 1 was developed with Oliver Wyman as knowledge partner and with the support of the Asian Development Bank and SFIA. It was launched at the ACMF International Conference in October 2023. The Guidance aims to:
- Accelerate the efforts of financial institutions to direct finance to transitioning companies, by standardising which companies should be the focus of such efforts.
- Create incentives for real economy companies to create more ambitious and credible transition plans, through differentiating what commands a greater demand premium from investors.
This webinar features a presentation and a panel discussion to further unpack Version 1 through a discussion on the salient points and unique features of the ATFG including the 3-tier assessment, alternative pathways, and Science-Based Targets initiative (SBTi).

ASEAN Transition Finance Guidance: Contextualising Transitions for ASEAN

The ASEAN Capital Markets Forum (ACMF) issued the ASEAN Transition Finance Guidance (ATFG) on 17 October 2023. Following its release, the ATFG has garnered interest both regionally and globally, especially on its tiered approach.
The ATFG addresses how entities may assess or demonstrate a credible transition in ASEAN to obtain financing from capital markets, making use of relevant resources as needed, thereby aiming to:
Accelerate the efforts of financial institutions to direct finance to transitioning companies, by standardising which companies should be the focus of such efforts.
Create incentives for real economy companies to create more ambitious and credible transition plans, through differentiating what commands a greater demand premium from investors.
The webinar will feature an introduction to the ATFG and a panel discussion on its application and utility.
As the ACMF will be commencing stakeholder consultations on the ATFG, this webinar will facilitate the consultation by introducing stakeholders to the ATFG.
